Possible to capture PAL tape on American VCR? (JVC HR-S9600U)
 
It never crossed my mind, but I have my eye on a PAL tape. Is it's possible to capture it on my JVC HR-S9600U if I send the signal to amarecTV through a USB Ati 600 Wonder card, or would I need a PAL VCR for that?

You will need a VCR that can play PAL tapes properly, NTSC VCRs (other than multi-system ones) can't. Many PAL VCRs can play NTSC tapes outputting a pseudo-NTSC signal (PAL60 or NTSC 4.43), but the reverse was not a thing in NTSC VCRs.

PAL needs PAL VCR
NTSC needs NTSC VCR

You cannot capture the quasi-signal from PAL VCRs outputting NTSC.

"Worldwide" VCRs are generally lousy quality, and expensive. Best is to just get a quality NTSC deck + PAL deck.

The only true PAL/NTSC (626/525) S-VHS VCR with line TBC is the JVC HR-S7600AM and it is un-obtainium, Don't even waste your time looking for it, In the last 5 years only one showed up on eBay from a Russian seller and I snatched it right away. I also bought one from a Chinese auction site Toaboa if I remember 3 years prior to that. Though if you are handy in repairing your own VCR's don't hesitate to look for it dead or alive, it is worth having and may take you few years to find.
