Ghosting in MP4 Video

Not sure how to post an unprocessed sample from an MP4, or where this originated, but I put this through Premiere and want to murder someone.

Is there much I can do with it?

No, sorry to say. It was field-blended and encoded as progressive. No fix for that.

IMO murder seems appropriate in this case.
