In an effort to resize some videos for Youtube sharing purposes I'm faced with several options or filters which I have no idea what each one does, I tried few and some are blurry looking others are sharp with stair steps, Not sure which one to go for.

It's just different methods for resizing, different math to get there. The best method is very source dependent.

VirtualDub is actually outdated some, in terms of methods. There are now various splines, and others.

But in general, bilinear and bicubuc are still best.
Lanscoz is known for sharpening.
