is there an easy way to fill "bleed area"?

have attached an image.

the area in the red rectangle i did by cutting & pasting and/or by using the clone tool in photoshop.

so, is there an app that will allow me to define the area i want "stretched" and then fills the bleed area with the selection?

Yeah, there will be! Say hello to the Content-Aware Fill tool in Photoshop CS5...
Get a load of this:

Are you drooling yet? I know I am -- and that doesn't happen often.

NOTE: Video at http://www.youtube.com/watch?v=NH0aEp1oDOI if the embedded FLV doesn't load for you.

Aside from that, you're left with mucking about with the clone tool, heal tool and old-fashioned selective copy/paste to build a new area.It takes a lot of time. I generally don't find it all that worthwhile, instead preferring to find a new image that works better for the purpose at hand.
