When should I create a sitemap?

Am I supposed to create a sitemap for my web site before I upload it or after I upload it?

In all honesty, the best time to make a sitemap is all the time -- assuming you mean an XML sitemap. And correct me if I'm wrong. Any new page you have, put in the XML, either using an automated tool (ie, the WordPress Google sitemaps plugin), or using a manual one. For manual sitemaps, I use to use VIGOS Gsitemap 0.97a freeware, although it's been a few years. Most of my stuff has been upgraded to WordPress or another CMS.

To answer your question: YES! Both.
