is it realy 29.97 FPS?
Or is it 3:2 pulldowned / telecined material..
if yes, you have to "inverse telecine" it to get back the original 23.976 fps.
and speedup it by ~one Frame to 25fps.
The Audio track you can speedup with the BeSweet function NTSC2PAL..
A german tutorial for tmpgenc and/or Avisynth you can find here:

Good Luck

Man... Simpson... a cartoon... designed for Television. How many are the chances that was shouted in 24 fps and telecined to 30 ? ;-)
