Is Headac3he better than toolame for stereo source?

Hi folks,

what audio encoder is best for encoding stereo source audio?

My current weapons of choice are
ssrc for sampling rate conversion
and
toolame for mp2 conversion

Which audio encoder produces best quality?
And what is the "critical" (*) bitrate for:
(a) joint stereo
(b) stereo
(c) dual channel

(*) critical = no audible improvements by increasing the bitrate perceivable.

greetings,
b00n
