Nero won't show exact file size

hello,
i have a KSVCD that is 787 MB when i right click on the file and view details. When i drag it into NERO to burn first of all the file in nero is showing as 826 MB and the bar at the bottom of nero is past the 700MB marker but not past the 800 MB marker. when i burn it tells me that i need a bigger CD the specified ( bigger then 700MB). any suggestions ?
thanks.

I used TMPGEnc to mux the audio and video, the video alone was 699 MB and the audio (mp2)was 80 MB.

Ok. Did you corrrectly set the muxing mode to "SuperVideoCD" or "VCD non compliant" and NOT on "MPEG2 system" or "MPEG1 system" ?

Note: in Nero, you ask to do a VCD (or SVCD) right ? You are not doing a data CD or something else ?
