What is video noise?

Hi guys,
I don't know what exactly do you guys mean when you people talk about video noise. I found my final output had something which might be video noise. It's hard to describe, it's like some very tiny blocks surrounding a moving hand or foot, it sometimes even on the actor's face. when I say blocks, they are not exactly in square-shape, but you can tell they are there, like the "blur" effect. I hope you guys understand what I'm trying to say, if any of you do, please tell me how to fix it.

My source is VOBs ripped from DVDs, will filters help? If so, what kind of filter? I did "We were soldiers", I had a lot of the above-mentioned "blocks" in the final output.

I call this the "mosquito effect". The remedy would be to increase CQ VBR.
