What value seperates low and high bitrates?
 
I want to convert some Divx/Xvid files to KDVD. I want to know if my videos are low bitrates or high bitrates. They are 850 kbps. Is there a universal number that determines if it's a low or high bitrate?

I'm trying to determine whether to use bicubicresize or lanczos4resize.

This choice have impact on the sharpen of the output. Genrally Avis are a little more blured than DVD sources. That is why personally I prefer to use lanczos. Others prefer to put a "asharp" line just after the resize.

But this is in no way tied to the bitrate of the source. It just depend on its bluriness.
