Convert 60fps to 23.976 for VCD or DVD?

Hi Kwag and all.

After some final exams in college, i'm glad to back on business. :D

I don't know if this is the right forum to ask, but...
My uncle has done a capture video from my cousin's birthday these days, and, after i've showed KVCD video quality he was astonished and asked me if i could turn that video in a KVCD.
He brought me the CD, since he already made the capture ( i don't have a capture card, so, i don't understand much of it  ).

So, i'm having a little trouble to make this thing, cuz i have to work with the 60fps video, and i wish to know how can i change to 23,976, 25 and 29,970, resuming, the fps we use in KVCD.

I've checked the forum, and used the config that The Alvinator

showed, but i couldn't make 23,976, but 19,90 using his config.

I'm wanting to do it ( if possible ) with Fitcd, cuz is easier and faster.

I did some tests and made it work on 25 fps, using this comand lines

AssumeFrameBased
SeparateFields
SelectEvery(8, 0,1, 2,3,2, 5,4, 7,6,7)
Weave

But, i still wanto to try the other 2 fps, just in case he ask some like that again.

BTW, great link Kwag, 100fps.

Well that's my question, thx in adv.
