TMPGEnc: File size too large on MPEG-4

I capped this half hour prog which came in at just under a gig, I run the capped file through vdub to edit out the ad break cutting the file down to 25mins, its re-encoded to around 650mb when I goto encode to a regular mpg it estimates the mpg at 400mb, now I have been on the net and found that other programs that are around 21mins and they are less than 100mb. Anyone tell me whats wrong with my cap? I used the microsoft MPEG-4 Video Codec V2 with keyframes set to 10, compression control set to 100, and the data rate set as defaut 3000.
