KVCD: Does the MAX=18 override the P=5823?

In the topic of the new GOPs it states
"NTSC GOP 1, 18, 3, 1, 18". When I load one of the templates in tmpgenc it sais "1, 5823, 3, 1, 18". Does the MAX=18 override the P=5823?

Also is there a new KVCD-LBR.ini for DVD2SVCD or do I edit the one I have? And is there and ini for the KVCDx3?

Just load the kvcd_lbr.ini, change the GOP, and save it. That's it ;)

On the tmpgenc template do I change the 5823 or leave it?
