KVCD: Lower bitrate of AC3?

Kwag,
For KDVD Full-D1 (with New GOP, CQ_VBR), DVDit accepts AC3, I am wondering how can I lower the bitrate from 448 (normal DVDs) to 224 without converting to MP2 then back to AC3. Is Virtual Dub capable to do this?

We are finally able to have KVCD's quality in DVD-/+R, what a wonderful life!

Easy

Simply use Besweet!
There is a gui called "AC3MACHINE" which can do this job for you
(The standart gui also can do that afaik)
