KVCD: suggestions for 90 minutes on a 80min disc?

Source:

2 files : Both around 44 min : totaling about 90min
MPEG-1 NTSC, 29.97fps bitrate 1150.
224kbps 44100khz sound

Target:
80min CDR I want the best combination with the best quality , occupying almost all of the 820MB available. I want to have:
23.97fps, 128kbps audio, 44100khz
Suggestion on the Bitrate ( constant? 2 pass variable? constant quality? variable quality?) If so, wut should be max and min.

I WANT BEST QUALITY POSSIBLE... MAKE EVERY(or almost every) BYTE OF SPACE USEFUL...

Well, as they are together 884mb... I would just demultiplex, reencode the audio with a lower bitrate (160kbps should be enough), and multiplex again.
