KVCD: 128kbps audio skips?

My 128 audio (made using headac3he) skips when playing the vcd on standalone. (multiplexed using bbmpeg)

Try increasing your MIN bit rate to 650Kbps. See it that stops it.
BTW: What model is your DVD player?

O, i used normal NTSC VCD Template > constant bitrate 1150 for video only using TMPGEnc
