KVCD: Tmpgenc with KVCDx2, but file won't play?

I have a MPEG file 480 X 368 @ 25fps with 828MB. When I use LBR KCD2, the file end up to 300ish MB but the file won't play. What gives? I have try various KVCD2 PAL 's method but it end up to be the same.

Please help.
