Transcoding SVCD to NTSCFilm?

Some advice on the following:

I have the Dark Crystal SVCD which is PAL. As the copy is widescreen, it has two black bars, one on top and the other at the bottom.
Of course, the framerate is 25 FPS.

I would like to transocode it to NTSCFilm. The easiest way I figured is to assume the FPS to be 23.976 (the movie will last a bit longer, but I donīt care). Tha will solve the FPS problem, but the I will have to decrease the height from 576 to 480. I wanted to affect the image, by diminishing the top and bottom bar by 48 lines each.
I could easily do that using TMPEG and some filters, but in that way I would have to reencode.

Is there any way to change the picture size (reducing by cropping) without reencoding the whole movie?

Any help will be very much appreciated.

Not that I'm aware of. Sorry :(.

Thanks.

Then I am afraid I will have to squeeze more power out of my CPU by encoding some more movies.

There's some appz that u can try...to transcode without (more or less) re-encoding...(i.e. 480x576 to 480x480) and see if it works....
