Turn up CQ, or mean bitrate?
 
I am encoding a movie that is well under my 'data budget' (2 CD's worth).

Would I see a more drastic improvement by turning CQ to 100, or changing the parameters for the variable bitrate (low/high)??

Just curious...

It depends what maximum bitrate your player can handle. If it can do more than MPEG-1 at 2,500 (unlikely) then you can increase the bitrate. Personally I'd jam the CQ up to 100 and if there's still lots to spare, increase the minimum too. You can do pretty much anything as long as the sample is the right size :).
