Encoding a video clip from a bitmap file?

I have created the "Change CD" bitmap in 528 x 480 resolution. I have it in BMP format.

I would like to create a short clip, perhaps 10 to 20 secs with this fixed image and a bell sound.
After that, I will include it in the KVCD with VCDEasy, and will make the CD to stop after this clip.

Is it possible to do this with an avisynth script?

Could someone help me with this issue.
