Will the KVCD-NTSC output be compatible with PAL standalone?

DVDDemystified.com says:

All DVD players sold in PAL countries play both kinds of discs. NTSC discs (with Dolby Digital audio) play on over 95% of DVD installations worldwide.
Now, if I use the KVCD, 2-CD, NTSC, 29.97fps template to encode a NTSC AVi file, will the resulting NTSC VCD be compatible with all PAL standalone DVD players?

I am pretty surprised no one has tried out a KVCD-NTSC VCD on a PAL standalone! In case my earlier post was confusing here it is again:

Template used: KVCDx2-CQ-(NTSCFilm)-2CD.mcf (changed to 29.97 fps)

Resulting output: MPEG-1

Burnt using: NERO - NTSC VCD

My question: Will this VCD play OK on a PAL standalone DVD player in Europe / Asia etc.

Reason: I need to send a copy to my friends who have PAL DVD/VCD players. :?:

Wello if I had a PAL dvd player I would try but PAL discs play just fine on my NTSC dvd player.

In my case it's the other way around - an NTSC VCD played on a PAL DVD player?

I do realise that there is a PAL KVCD template available. But I capture videos at 29.97fps. If I use the KVCD PAL template, it converts to 25fps, which makes induces "jumping" throughout the movie.
