CCE bitrates

ANyone have a guess as to what to set the Q value to for best picture/compressibility?

Also,how to set it so CCE always has a max bitrate of 2500 and min bitrate of 500.

for the bitrate,,,,
from left to right,
enter Max 2500
Min 500
delete/ dont use min avg,,,
Avg 2350

{dont have it on this system, so im going from memory...}

little hint:
in dvd2svcd the max=2530 and min=300

and i have zipped pdf file of cce2.5 manual.
(original with images,settings,templates settings,etc)
and some more hints from links with images,etc.
all with less then 400k zipped.
