scene change - To detect or not to detect ?

May be I'am a little bit confused ( the hot here is quite high now although it's may)..... But in Kwag's Template there is no more the check for detecting scene change.
Is that right? We don't need anymore to detect scene change or I just mistaking ( or taking lamps for lambs )?
Kwag help me!!!!!

TMPEG will detect scene change anyway. If you turn that option on, I've seen some films where it inserts "I" frames in the middle of a film, in a point that was not a scene change. So that would be a false scene detect. With the option off, it inserts "I" frames at scene change points, and I haven't noticed the problem as when the option is set to on
