KVCD: Choppy Movie playback?

Hi, I am trying to encode a 90 minute movie with the KVCDx2-1CD-NTSC template. My player, GE-1106P, has no problems playing files encoded with the templaye because I have encoded a trailer that was FILM and selected forced FILM and encoded with 23.976 fps. It played beautifully and I was amazed. But this new movie...Not another Teen Movie, I dont know what format it is. Forced FILM results in video speeding up in bursts every 2 seconds approximately. In DVD2AVI, the video type starts out as NTSC, goes all the way up to FILM 99%, goes down to NTSC 19% and then goes back up to FILM 75%. What do I need to do to get this movie to encode properly. Do I need to deinterlace, IVTC, or something else?
