CQMatic with KDVD Full
 
I am using CQMatic (1.1.12a) with KDVD for making 2 700MB miniDVD's by modifying the manual formula as follows:

Standard: Size (1400 - MP2 size from Headac3he) = (ABR/8)*60*Minutes

Modified: Size ((1400 - (MP2 size from Headac3he * 1.015%)*95.6%) = (ABR/8)*60*Minutes

I arrived at these percentages by muxing audio and video seperately with BBMPEG (DVD).

Selecting 700MB out of BBMPEG generates 715,600MB mpg files which process in TMPGEnc Author and burn as images with Nero.

This is pretty patchy, but seems to work. I find that muxing an mp2 as DVD results in approx 1.5% growth in file size, muxing an m2v as DVD results in approx 4.4% growth in file size. Due to this, I reduce the calculated ABR to produce a proportionately smaller target file size.

Of course, I hope to stop all this with the introduction of CQMatic's AverageBitrate Calculator!

Does anyone have a better interim method? Calculators for VCD and SVCD don't seem to work for DVD muxes.
