Frame Rate Information for TMPGEnc, GSpot, Virtual Dub

I have noticed that there seems to be differences in opinion about frame rates on the above 3 programs.

TMPGEnc seems to find more films to be 30 FPS, therefore requiring INVERSE TELECINE (which it automatically selects) whereas the other 2 are more than likely to find they are 23.9 or 25 already therefore not requiring INVERSE TELECINE?

Is this a bug of TMPGEnc or the other way round. Which do I trust?

Thanks as always

Kick.
