SKVCD NTSC and PAL adjustments.

From the readme.txt included in the kvcd_templates.zip file.

Change log:

8/7/2002:
Fix: The SKVCD PAL template had the resolution set to 352x480 instead of 352x576.
Adjustment: Increased CQ value from 80 to 90 in both SKVCD NTSC and PAL templates. This change increased quality beyond a standard CVD while still maintaining an average of 60+ minutes per 80 minute CD-R.
