Force tmpgenc to encode below 2300 kbits/sec?
 
Is there any way to do that.

I have used both kvcdx2 and kvcdx2 plus. Both is set to 2300 at max. But when i look at the mv2 file, is there a bitrate peak over 2500 kbits/sec.

I can't go over 2600 kbits/sec for sound and video. After that the movie start to skip sound and frames.

That is also one of the reasons why I did set the MAX bit rate to 2,300 in the templates. Because TMPEG peaks go higher, but normally don't go as high as 2,500. Just figure that TMPEG will go over, to around 200K higher than your MAX setting on extreme peaks. So change your MAX accordingly.
