Usergroups?

Just wondering what the 'Usergroups' button is for (at the top of the forum next to the 'Memberlist'). The message says no usergroups exist; what are they and how are they created :?:

This has nothing to do with users group, but whatever happened to the chat forum? I entered the chat forum many times, but was never able to find anyone......

It just groups people, like moderators, etc. You can't really post anything there, so it's not of much use. That's why nobody uses it :)
I haven't seen any phpBB board using it :!:
