Why does a pulldown changes field order?

I check my orignal MPEG-2 elementary video with RESTREAM and it states under "Field coded"

3:2 pulldown detection, panscan, letterbox hint in CCE 2.67

I want to convert a 23.976 fps progressive avi(Xvid/Divx) video to DVD MPEG-2.
Should I check 3:2 pulldown detection?
If the avi video is 4:3, should I check Panscan?
If the avi video is 16:9....
