HcEnc CQ x 2 Pass

16:9 ,Progressive, total = 1637892 frames

Final:

CQ = 1653576 Kb
2 pass= 1662851 Kb

In the CQ,the maximum bitrate is 7906 Kb/s :P

In 2 pass, the maximum bitrate is 3976 Kb/s (!!!!).

Why?

I used 0.21, 0.20 and 0.19 version
