What's weird is, I tried to encode the clip...but, it doesnt encode the whole clip...like only half of it

I got the slow fast forward problem fixed. I imported it into Womble, edited off a frame, exported it as an mpg file and then encoded it, and I re-burned the DVD and that problem was fixed.
However, on that same clip, it's now only playing sound out of one speaker, but before when I had that fast fwd problem, it was playing sound out of both speakers.
What can I do to get the sound to come out of both speakers again? I'm assuming I'll have to split the audio and bring it into one of the audio programs..

Also, in MC, what should I set the max bitrate to?

If that's the case, you may have had "extra crap" in the video stream. One way to fix this is to use Restream and turn on most of the replacement settings (remove this, zero that, etc). The only thing to watch for it to be sure you change the interlace setting to top-field (TFF).

It only works on M2V files, so you need it to be demuxed.

Your audio issue is odd too. You seem to have a lot of strange problems, I just don't understand it. Sure, open in an audio editor and see what you can see.

For 352x480 video, you can set the max to 5500k.
For 720x480, you can set the max to 8500k.
It won't really go more than 1,000k above the average bitrate, when you're giving it a good average bitrate. The number is just a ceiling you set, the encoder won't necessarily ever touch that ceiling.
