Why is tape loose after rewinding?
 
What's the cause of the VHS tape ribbon being slightly lose after a full rewind on my player? Lose enough where it shows when I pull it out of the player.

It could be a faulty cassette or a faulty deck. Does it happen on all cassettes? Can you upload a still or video of what you mean?

If you mean by loose the tape stays outside of the cassette when it is ejected then it could be a braking issue and/or the supply reel is not rewound enough due to clutch slippage of the supply spindle.

Looks like it's actually regardless of rewind or not, it's during the process of pulling it out. I'll open it up and take a look. But here's a photo of what every tape looks like when pulled out.

Yes but what operations were performed before pulling it out? If you insert a cassette in and eject it without doing anything else does the tape get mangled? If it happens after fast forwarding or rewinding, this is a good indication of failed brakes, there is too much tape left out that the automatic supply reel recoil during eject is not recovering all the tape.
