Weird compression/image stabilisation ?
 

I come accross video clips on Youtube, where one object is moving in the shot the rest of the image seems to floats around it, while it should not, what's happening here ? has something gone wrong at some time in the post of it ? it's very weird and unpleasent to watch to.
