Thanks for your help. Before I saw this reply I changed the setting on the front from "NTSC" to "Through." That seems to have worked, and VHS tapes now play in color.

I have a new Panasonic AG-W1 that plays VHS tapes in black and white. I'm not terribly knowledgable about VHS issues in general, so bear with me. When I try a regular VHS tape, there are no issues...
