Why is my BVW-75 betacam kicking an error-01?

Hey there. I'm restoring this BVW-75 and I have removed the carriage and cleaned and greased everything. I'm still getting an issue with the error-01 which looks like a tension or reel issue. I added a video. I cannot seem to narrow it down.

I appreciate any help!
