White specs appearing every few seconds on top of video?

I'm capturing my ntsc video8 tapes being played back on a Sony camcorder and I'm noticing these white specs appearing at the top part of the video every few seconds. They also appear on the camcorder's screen. I noticed that when I bring the camcorder close to my PC, the number of dots increases as well as the frequency of their appearance. I'm guessing that some sort of interference is causing this. The camcorder is now at its farthest distance from the PC, but the dots still appear. I was wondering if any of you are familiar with this issue and if there's a way to get rid of it.

You need to use actual capture samples, not huge HD files.

Instead of what I attached you mean? I think it clearly shows the issue. Also, actual capture samples in avi are much larger in size.

Capture just a few seconds.
And then convert it to 4:2:2 H.264 in Hybrid or Avidemux, use CRF mode level 15.

I guess I need to make a new "how to attach" guide.

I've got a video guide in mind showing how to attach samples, if you want to wait for me to get around to it.
