It seems this VHS tape played back fast, JVC S7900U, Matrox MX02 capture card. Sample included.

Did you troubleshoot at all? Confirmed that this happens with VCR connected directly to a TV or monitor?

I think I see something weird with interlace or frame rate. Not sure. The lousy shaky camera work doesn't make this an ideal clip to isolate errors, too many distractions.

This is one of those times where a 2-3 second lossless clip being attached may be needed.
