For the PAL tapes, perhaps.
But condition of a deck matters -- and NEVER trust a random non-video person's idea of "working" or "tested".

The SoundBlaster video capture cards + LSI Logic still irritates me. So much potential, such a horrible use of the chipset. It's so bad that it's an unusable card.

There are also a few orphaned ATI AIW cards, where the drivers are so pathetic, or the graphics RAM is so puny (16mb), or both, that the cards just is not feasible.

Chipsets can make a card, but a bad card can unmake the chipset. :old:

For a quality Panasonic S-VHS deck, £320 ($415) is not really expensive.

Yeah I understand, still I’m a gambling man.

Do you think an ATI 600 USB will be the best option for me considering I’m running Windows 10 OS? I’ve read a lot about problems due to W10.

The 600 "clones" work better in 8/10, due to different drivers. There's also some specific chip Pinnacle cards that work well in 10 (and one in particular for PAL, a cards I often use myself for PAL).

ATI 600 clone seems best, what do i search for?

That's where "legacy" kicks in .... i don't think they're made anymore so look at marketplaces like eBay and Amazon, i guess Aliexpress has also the clones.
But be careful..... for the known "trapdoors" of these sites, it's up to you now.

It's where different versions of interfaces are working without problems or even being available at all,
it's where you must pay some extra attention if this will work flawlessly
like USB3, USB2, or different versions of Thunderbold on MAC USB-C is not the same Thunderbold 3 although the connection looks the same, sometimes they are compatible, but only when mentioned, so that's also something you can't do on a budget, if you have one or the other.... some times a cheap usb dongle will do better on a beefy system, visa versa not :)
Legacy devices will do better on Windows 7/8, Windows 10 will mostly only support new products/capture devices.
Better solutions will cost you more money, Windows 7/8 good recorder & TBC & legacy capture device, or VCR with component video output & semi pro capture device with Windows 10/MAC (2013-2015 make)(PCI/Thunderbolt2)
