Best video capture card to transfer VHS?

Hello everyone
If someone can suggested me a professional or very good video capture card for pc for transfer vhs to digital
Soon i get also the dvd recorder jvc dr-m10
Better capture video card or Jvc dr-m10?
I want just image quality because the elegato video capture do a shit job with my svhs Panesonic nv-Fs200
I see some pixels in the video converted..i dont know if is the nv-fs200 the problem or the elegato honestly because when i was using that capture card with another vcr called panasonic dmr-ez48v the image was amazing as totally clean without disturb or points
Any help?

Elgato earned the nickname "Elcrapo" with video capture cards. So not that brand. (An early Elgato, for Mac, 10-15 years ago, was actually decent. But most are crap.)

This best card depends on OS. So what OS, what version? (WinXP and Win7 best.)
