Using ATI 600 USB, or Pinnacle PCTV in Win10 with updates?
 
So I had lost my ATI 600 usb card in a move years ago and just now found it. Since then I've bought hauppauge winv, elgato eyetv and Pinnacle Pctv (all clones of the ATI 600usb). I stream VHS tapes through OBS with them so windows 7 or 10 is necessary. I decided to upgrade to windows 10 finally and found I was getting stuttering frames with the ati 600 clone cards. I finally found a good working driver for the hauppauge only but it was just an exe file with no loose drivers. I finally found the extracted driver files and used them on every clone card. They all work! This works with Win 10 after the 2004 update and beyond.

Steps to getting them going:

-open device manager
-uninstall AND delete the driver for your cap card
-unplug your cap card the reinsert
-right click the cap card in device manager and update driver
-Browse for drivers>
-let me pick>
-show all devices
-have disk
-open the driver folder i attached
-select happague computer works on the left
-select wintv hvr-980 on the right

That's it, it shows as a wintv980 but works all the same.
