Incorrect FPS rate when capturing in VirtualDub?

When I play the tape while in Overlay mode in VirtualDub 1.9.11 the FPS goes between 12-13. What settings do you think I need to enable to get the rate to 29.97? I attached a screenshot showing the bottom right settings that VirtualDub displays.

JVC SR-MV45 -> ES10 -> VC500 -> PC (I also have a WinTV-HVR 950 which has the same issue as well)

Here are screenshots of the settings that I have enabled. Please let me know if you would like to see other setting windows and I will get it submitted.
