It's called "head switching noise" and it is present, in varying degrees, on every VHS capture from "normal" consumer equipment. That one's pretty good actually, compared to what I normally see.

It's an overscan noise. You didn't see it on TV, hidden off screen. The capture card is giving you the full visual area.
