Scrambled video signal from ATI AIW 7500?

I am trying to set up my XP build with the ATI 7500 VE PCI, but when I connect a VGA cable from that card to my monitor I get a scrambled video signal (see attached). I cannot figure out for the life of me why this may be happening. I've tried installing any/all ATI and graphics drivers. I can't use my graphics card (Radeon R5 230) because somehow the ATI card overrides that signal and doesn't let me output anything to my monitor. I read somewhere that someone else had that issue, but all they had to do was remove the graphics card and they were good to go. However, when I do that, I get the scrambled signal. I don't know if the board being SLI has anything to do with it, but I was kind of thinking it isn't because the SLI graphics card feature is for the PCIE ports. I am wondering if anyone has any tips that could help me troubleshoot this issue?

PC specs:
P5N-E SLI motherboard
Intel core 2 quad q6600
OC Technology PC2 6400 1GB Dual CH Platinum Revision 2 RAM (4x)
Sandisk 240GB SSD

I have also attached the motherboard manual for extra convenience.

Proper troubleshooting for a situation like this would necessitate installing the card in another XP system, different motherboard, to eliminate any issue with the ATI card.

Where did the card come from?
ATI AIW cards are too often ruined by moron eBay sellers sending card in envelopes. There are way too many components on those boards to be smashed in the mail. If I ever got something like that, I'm not even wasting my time to test it, back it goes.

It did come from eBay, but thankfully it was packed in a box and not an envelope. Obviously, that doesn't rule out the card being the issue, but I thought I'd mention that. I was hoping that's not the issue, but I'll have to decide if I'm gonna grab a second machine to test or try for a different card. I don't have one currently, but I can maybe find a cheap PC for troubleshooting purposes. The seller of the card did mention this site if I needed drivers. Which made me feel a little less concerned, considering I was already a member of the site.
