Jumpy RF signal or wrong system format?

Hello!
Recently I got my hands on rare 90s TV footage. One of the tapes was in B&W and jumpy. Is it possible to rescue it somehow? Sample is attached to this post. The background may be that it was recorded from old Soviet TV system. I have tried using different multisystem video converters but none of them worked. I have PAL workflow. |
If a SECAM VCR cannot play it back, that tape is a lost cause.

Did you play it back on a good SECAM capable machine, and viewed on a compatible monitor?
