Black borders in videotape capture?

I am trying to get a new build ready for capture and getting stuck. Whether using Vdub or MMC I get blackboarders around the image. I'm using an ATI USB 2.0N. I think it only supports UYVY video format as all other options fail. I have factory reset everything hoping it was a driver issue but it appears not. I'm not sure what the issue is. If anyone has an idea please let me know.

The specs of the system are:

Dell 7050 SFF
XP Integral Edition SP3
Datavideo TBC
Panasonic HS-1000 (same results on another VCR) PAL
USB 2.0 NTSC - original disc image drivers

Here is a screengrab of it in capture. I have read here the border on the right is quite normal to keep the edges clean is that right? What I don't like is the bottom horizontal lines.

Next thing to read up on is “head switching noise”. Completely normal.
