It's a PAL SD capture from VHS

Does the pixel aspect and resolution look to be OK given it's PAL SD?

Looks like nightmare. I believe pixel aspect and resolution has no attention to this. Sorry, it is my opinion only :)

Something seems a bit off - usually the capture resolution would be 720x576 and PAL generally should look quite a bit better than NTSC because it has quite a bit more vertical resolution (576 vs 480). Also appears that black borders were added, possibly to maybe mask uneven edges? Was this an S-Video or Composite capture? Image itself seems pretty noisy, but that could

What is the full capture chain used?

Is this a original commercially produced tape (in other words, not a copy of an original tape)?

What is the tape speed (SP vs LP/SLP/EP)?

The most obvious immediate issue is the noise and artifacts.
- There was clearly no line TBC used on capture, no NR.
- It appears that a deinterlace has caused jaggies in the text, though that may also be a side effect of the TBC-less capture (as even QTGMC cannot overcome all issues).

The frame rate is 24.763, which is wrong for anything. Use MediaInfo to confirm.

Resolution is a wrong 702x576 -- not the correct 720x576
zero-two vs. two-zero

It's impossible to ascertain aspect ratio (AR) from this sample. But my instinct is "no", because there is a glaring offset on the left side, likely even some stretching.

Nah, myth, "old wives tale". Clarity is determined by more than resolution. "On paper", yes, more. In reality, negligible. 480 vs. 576 is sort of like comparing a 16" tire to a 18" tire. If the car sucks, tire size won't matter. I literally never see a PAL tape and think "wow, what resolution!" If anything, PAL tapes can be a bigger PITA to track/stabilize (hence BEST).

I'm wondering if a formats converter was involved. I see signs.

The frame rate of slightly less than 25 fps suggests that the capture device was dropping frames -- typical of cheap devices that try to shove uncompressed video through USB 2.0.
