Well, there's nothing special about a "DVD" settings that cannot be done in the generic MPEG settings. Read through the DVD settings (in advanced view) and remember them, write them down. Then start a generic MPEG and plug in those values, only now you can change whatever you want, like bitrate and resolution.

And when testing, don't encode more than 5 minutes worth of footage. Don't try to do 1-2 hours or anything like that.
