That CNN footage doesn't need to be captured or streamed using OBS, All what the poster needed to do is record the actual stream bit by bit in its native codec with an ATSC tuner and save the files or upload to youtube. But he is right about youtube flagging 720p as SD, My youtube uploads are 1080p now, 720 didn't make sense anyway since there is no native 720p monitors available anymore.
