Extending video time on montage?

I'm attempting to make a montage type video, where I take several highlights/clips, and merge them together, to where they play one after the other one.

The one I'm making consists of 10-12 highlights/clips, but each one is just a few seconds long & with all of them combined, the video lasts just about 1 minute.

Is there a way that I can extend each clip longer than what it is? For example, say one of the clips is 4 seconds long; is there a way that I can somehow extend that clip to 8-10 seconds long..?

I'd like for the video to be maybe 30 seconds to 1 minute longer than what it currently is, so that's why I'd like to know if there's a way that I can do this & if so, what is the best program to do it with?

Thanks.

You can time stretch it. It would then be slow motion.
